As the forum for countywide decision-makers in Sacramento County, the Sacramento Transportation Authority (STA) develops plans and strategies to align transportation priorities with funding at the local, regional, state, and federal levels. These efforts aim to assist partner agencies in maximizing existing funding, advocating for transportation priorities, and positioning these priorities for additional funding opportunities.

 

Countywide CEQA VMT Mitigation Strategy

With over a decade since the passage of SB 743, which shifted CEQA transportation analysis from Level of Service (LOS) to Vehicle Miles Traveled (VMT), the long-term implications for project development are becoming more evident. While many Measure A projects were exempt due to early CEQA completion, newer initiatives are now facing significant VMT mitigation requirements. A notable example includes the $55 million in VMT-related mitigation identified for the Yolo I-80 Managed Lanes Project by Caltrans, encompassing investments in transit, rail, active transportation, and travel demand management.

To support local agencies in addressing these evolving requirements, the Sacramento Transportation Authority (STA) has retained Fehr & Peers to develop a Countywide CEQA VMT Mitigation Strategy. This effort will evaluate mitigation needs and identify feasible funding and implementation approaches through an iterative workshop approach. The first board workshop is scheduled for June 2025.

Countywide Safety Action Plan

The Countywide Safety Action Plan, initiated by the Sacramento Transportation Authority (STA), seeks to bolster local safety efforts by aligning with national funding opportunities. In May 2024, the STA Governing Board authorized the submission of a grant application to the Safe Streets and Roads for All (SS4A) program, aimed at funding the development of a Countywide Comprehensive Safety Action Plan. On November 15, 2024, STA received notice that our grant application was selected for a $1 Million federal grant from the U.S. Department of Transportation.

This Safety Action Plan is designed to assist local agencies, especially those without an existing safety framework, in applying for SS4A implementation grants. Moreover, it will serve as a Local Roadway Safety Plan (LRSP) under the Local Highway Safety Improvement Program (HSIP), ensuring eligibility for that program as well. The comprehensive approach taken in this plan will strengthen efforts to secure grant funding for future projects, both on local and regional corridors, and will offer strategic insights for developing future transportation initiatives.

By aligning with SS4A and HSIP, this initiative is positioned to significantly enhance road safety across Sacramento County while also securing critical funding to support these efforts.

2023 Regional Pavement Analysis

STA completed a regional pavement analysis and presented this analysis to the STA Governing board in June 2024. The analysis, documented the current pavement condition, policies, and practices at a local and regional level, quantified regional pavement maintenance needs over thirty years, and will help inform future funding and policy decisions on transportation.
